Is an FMS required equipment by FAA rules?
If the crew has direct tuning access to at least one Comm and Nav unit.
No, a flight management system is not required by regulations.
Certain published procedures may require certain equipment, and this will be noted in the procedure. Typical requirements include a VOR, DME, GPS, etc. A FMS is a complete, integrated system that can use all sorts of navigational equipment (typically a FMS will derive position information from several GPS receivers, several VOR receivers, several IRS platforms, etc.), so specifically requiring a FMS is somewhat unusual.
RNAV procedures require RNAV capability, but one need not have a FMS for this. In fact, some RNAV procedures can be flown with just VOR receivers, if all waypoints can be referenced to VORs.
RNP and RVSM flight require on-board equipment with the required accuracy for these special conditions. So do higher categories of ILS approaches (Cat II and Cat III). RVSM requires an accurate autopilot that must be used to maintain altitude within narrow tolerances.
Some procedures also require special crew training.
Ordinary IFR operations don't require any fancy equipment—certainly not a FMS.
