It has a light blue info icon, that has a circle with an i around it. the banner reads" navigation to this web page is canceled". I deleted it from files yet it still comes up.

To control my start-up I use two programs.
StartupMonitor.exe warns me when anything is trying to install itself at startup and gives me a chance to say no.

The author of Startup Monitor also has a utility called Startup Inspector that allows you to turn off and delete registry entries that startup programs.
