What does it mean when a commercial liner's landing lights alternate off and on during approach?

I have seen several times when a jet's left and right landing light will alternate off and on. For example, the left will be on for a second, then it goes off and simultaneously the right will come on, and then it goes off...and so on.

Why is this? I usually see planes that just keep both on.

And I'm not talking about the strobe lights on the wing tips. I'm taking about the big white bright lights. The center line light always stays solid.

Does this have any significance?

Some years ago, when I was flying a Saab 340 for for a regional airline, company installed them on 2 of our aircraft as a test. It was a simple add-on to landing lights system - instead on regular on/off positions the switch would have the third setting (pulse) - which would operate the lights at 0-60% of full brightness.
We were supposed to use them in this setting any time we were airborne below 10,000 feet (except when we needed full brightness for landing at night, of course) - to reduce the chance of midair collision. Pulsing light catches your eye and makes it much easier to spot another airplane in the air than a steady light. Also, the company hoped it will increase the service life of the landing lights light bulbs.
I have not seen pulsing landing lights on any airliners in quite some time, so apparently the idea did not really catch on with the airlines. I see them sometimes on business jets and general aviation aircraft.

Why do aircraft manufacturers move the strobe light's to the top of the singlet when adding wiglets?

Is it simply for visibility purposes and if that's the case what about the Nav lights as they are on the wing tip?

A singlet is what wreslters wear... have never heard that term applied to an airplane...
