My genealogy--what does this mean?

Alright, so in my family history binder it says that I'm related to George Washington. 3rd cousins 10 times removed. It says that our common ancestor is Sir Richard Ball. I looked through my pedigree charts and found Sir Richard Ball, but I'm just curious what the whole "3rd cousins 10 times removed" means...? Same thing with William the Conquerer: 1st cousins 31 times removed.

3rd cousins are the children of 2nd cousins.
Removed means you are 10 generations removed.

So, starting at the top and assuming Sir Richard had two sons, Amos & Andrew, then putting child below parent, we get:

Sir Richard Ball - common ancestor
Amos & Andy - brothers
Bruce & Bernard - 1st cousins (Bruce is Amos' son, Bernard is Andy's)
Charles & Chauncey - 2nd cousins
Daniel & George Washington - 3rd cousins
Ezekial - your 7th great grandfather and GW's 3rd C ONCE removed (3C1R)
Franklin - your 6th great grandfather and GW's 3C2R
George - your 5th great grandfather and GW's 3C3R
Herbert - your 4th great grandfather and GW's 3C4R
Isaac - your 3rd great grandfather and GW's 3C5R
John - your 2nd great grandfather and GW's 3C6R
Kevin - your 1st great grandfather and GW's 3C7R
Lawrence - your grandfather and GW's 3C8R
Michael - your father and GW's 3C9R
Falconer - you and GW's 3C10R

George Washington didn't thave any kids, and I got tired of inventing names, so I don't show them. If GW HAD had children, somewhere out there would be his 7th great grandson, your 13th cousin.

Your dad's third cousinis yours,once removed. Your granddad's is yours, twice removed, and so on. When you get old enough that your first, second, third . . .) cousins have kids, you and the kids will be 1st, 2nd and 3rd cousins once removed.

Ezekial there is the child of Daniel; Danielis GW's 3rc cousin, which makes Ezekial GW's 3rd cousin once removed.

If you took a couple of years, working 2 - 3 hours a night, 2 - 3 nights a week, you could verify that family history. We have no doubt that it says what you report; the author, however, might have been misled by his (her) desire to be related, and less than precise in her (his) research.
