Is it good to discharge and recharge SLA batterys once in i while?
i keep them topped off with a float charger but should i discharge them like every once in a while too
No. Sealed lead acid batteries don't like to be discharged. A deep discharge can damage them. The best thing to do is keep them fully charged.

Why won't my powermat charger won't make my phone, iPod, or PSP float?
Ok, so I was watching TV last week when I saw a commercial for a charging pad that charges your electronic handheld stuff without any wires. Needless to say, I was totally sold and went to Best Buy in town. Sucker cost me around $100, but it was totally worth it! ...Until I turned on my stuff (phone, iPod, PSP) and put it on the mat. I was so disappointed when they just clunked down on it. I mean, I tried holding it about an inch off of the mat, but it just clacked down on it. It charged everything, but to me, it's only doing 50% of what it advertised!!! What the heck!! But maybe I'm just not using it right? Is there a button that I can't see or a code I have to insert into my phone before I drop it on the mat? Am I placing them on wrong, I mean I've tried from the side, 2 inches up, 1 inch up, upside-down? ...help!! ;___;
I f*cking know, man!! I bought mine two days ago and couldn't believe they would lie so blatantly about it! I was so disappointed, and I tried everything you did... I even tried super glue and magnets, but that only ruined the back of my cell phone and top of my charger... now I can't even return the sucker! 100 bucks in the drain, I tell ya. NOBODY should buy this product. I figured, hell, I can be the life of the party if my electronics float, but NoOooOoOooOooOoO!!

I don't know C but it looks like you have a do loop that has no way of telling the loop when to start or begin… like
do while time<60
time = time + 1
loop
This loop would execute (if it were real code) until the time variable was =60.
