why hang gliding is not fixed with air powered rotor for more stability?

There are gyro-gliders, but they are a whole 'nother animal' from a hang glider. They are quite heavy to due the construction and may not qualify as an ultralight. Most are towed from level ground to get airborne, but I suppose if you were strong enough to lift one and jump off a cliff without the rotors hitting, it might work.
