Given that the TAT is lower than 10°C, if the airplane is in or near visible moisture (clouds, precipitation, etc), yes. If there is no visible moisture, the wing and nacelle anti-ice are not required to be on.

Malibu (see answer below) is right on. ANTI-icing systems (TKS ["weeping wing"] or bleed air [heated wings]) should be activated PRIOR to entering icing conditions (temp below 10 C and visible moisture present). DE-icing systems (boots) are activated as needed when airframe ice is observed. MOST jets have hot wing ant-ice systems. I have flown both turboprops and jets that have boots, so my original answer was the more ambiguous "depends on the plane". Re-reading the original question, it was inquiring about anti-ice, not a general statement about ice protection equipment. Sorry about the confusion and kudos to Malibu for calling this out.

In the Beechjet, it has been reiterated in AFM revisions/bulletins that there is no lower temperature limit, and to use at least engine anti-ice in and near visible moisture, no matter how cold the RAT. I only have a "training" AFM avaibable to me here - the current AFM is in the plane, so I can't give you an exact reference.
