Engine Block

How can I get all the water out of my engine block?
I know that when u flush the radiator it does not get all of the water out of the block where it flows to cool down the engine. How do you get that water out of the water channels? I'm specifically talking about a 99 4.0L jeep wrangler
Well, the radiator petcock is most likely lower than anywhere else that the coolant travels, but I have flushed the system with a garden hose to get all the old stuff out. I just remove the upper radiator hose from just the radiator, remove the radiator cap, start the engine, place a garden hose in where the radiator cap goes, and turn the hose on low. It doesn't need to be on too high. Now the water will be overflowing from the radiator cap area until the thermostat opens. Once the thermostat opens, you will see the water flowing out of the upper radiator hose. This will be HOT and you don't want the water flowing on anything electrical, so try and point the upper radiator hose down. Don't do this too long, as running just water through there doesn't lubricate the water pump, so once you see only clear water (should only take a minute or 2, shut the hose off, and as soon as no more water is flowing out of the upper radiator hose, shut the engine off. Put the upper radiator hose back on, and fill-er-up.

Matsuura Maxia: V8 Engine Block Machined From Solid
Is the crankcase part of the engine block, or separate?
On modern vehicles, since the mid to late 90's and beyond, is the crankcase part of the whole engine block casting housing, or is it a separate bolt on piece?
Besides the simple "it is part of the engine" mentality, I am simply asking... is it:
1. bolted to the engine,
2. manufactured with the cylinder block, then a oil pan bolted underneath
Also, is this (whichever answer) how the majority of all car engines built?
"crankcase" refers to the engine block as a whole
