About elevations listed on aeronautical charts?

I am struggling to understand a few things stated on this aeronautical chart.

For the airport Norwich, UK (ICAO: EGSH), the aeronautical chart for an ILS approach states:

AD Elevation: 117ft
THR Elevation: 106ft
OBSTACLE Elevations: 757 AMSL (651 above THR)

I understand that AD stands for Airworthiness Directive but how does that relate to [AD] elevation?

Also, is the obstacles elevation the maximum height of a surrounding building / object in close proximity to the airport?
i.e: the tallest building near the airport is 757 above mean sea level, which is 651 (757-106) above the threshold elevation?

Thanks for your answers in advance.
Thanks Joseph P.. what was unclear is now clear (Y)

AD in this case stands for Airport Datum, it's the surveyed altitude of the airport for publication of airport altitude.

Yes, obstacle elevations is the highest elevation of nearby obstacles.

Directives and Norms by Ross, Alf [Hardcover]

Directives and Norms by Ross, Alf [Hardcover]

$109.01

Reprint of the first American edition. One of the most interesting jurists of the postWorld War II era, Ross 18991979] was a legal and moral philosopher, scholar of international law and the leading representative of Scandinavian Legal Realism. This book and On Law and Justice (1958) are his principal works. In Directives and Norms Ross asks whether imperatives (or, to use his term, directives) are subject to logic in the same way as indicatives. He shows the difference between indicative and directive discourse and explains the concepts directive and norm as they function in the social sciences, especially in the study of law. A contemporary essay in the Modern Law Review (32:544), though critical of this work, was still impressed by its clear and convincing account of these processes. Author: Ross, Alf Binding Type: Hardcover Number of Pages: 200 Publication Date: 2009/06/30 Language: English Dimensions: 5.98 x 9.01 x 0.62 inches

What Was the First Airworthiness Directive?

Does anyone know what was the first AD note ever issued?
The oldest one I can find was to be sure to check balance of any control surface removed from a DC-3.
