This includes the many offenses committed in your own town such as theft or something as simple as a traffic violation.

I am assuming you were turned over to the local police, sheriff deputy or whatever for further detention and processing. Keep in mind that many offenses committed on a federal installation are Federal crimes but titled and written in accordance with local statutes. If you were turned over you or the person you are concerned about I can only assume committed one or more felony offenses (drugs/narcotics perhaps?) and were turned over for further detention and processing and yes, this is legal and is done quite often.
