In Los Angeles County, are building owners regulated when they bill tenants directly for Power bills?

Can bldg owners charge tenants whatever they want for water & power? I don't recieve bills from the CA DWP. My landlord does and then he bills the tenants but we do not recieve any info regarding how many kilowatt hours each tenant has used. my bills are very High and I use almost no electricity. How do landlords determine each tenants usage? Are there any laws regulating how a landlord bills for power usage when there is only 1 main meter for the entire building? Is there any way I can audit the building usage and determine if I am being over charged?
I have posted this question for those who have knowledge about the subject. I am aware of the utility commission DWP and the information I can recieve from them on Monday.

This question varies depending on where in LA you live. Even within LA city limits, regulations vary. (Your specific issue is covered under rent control regulations.) In most cases, a multi-unit building must be sub-metered, meaning there are individual meters for each unit. These meters will all be in one central location, so your building might be sub-metered and you aren't aware of it. There are certain circumstances under which a landlord may also just take the entire building's bill and divide evenly by the number of units, making allowances for some units being larger than others, but that is the exception. Most likely, your building is sub-metered.

If you feel your landlord is not being honest about the amount, definitely first check with the utility company in question. Your next recourse could be a visit to Legal Aid, which has units in LA which specifically deals with rent control issues.

paint ball and how to regulate psi?

i have a spyder electra that says operational at 300 psi. the nitrogen tank say 48ci 3000 High Pressure. it also says Preset at 850 psi. and 500 shots per refill. how do i set it so it shoot 500 shots or do i do nothing.it has a little meter on the side of it. it also is hpa if thats needed.

If it is preset, that probably means there is a spring inside the valve that lets out 850 psi. As far as i know, you would need to take it apart and put a different spring in. Just hope you know what you are doing. Or you could buy a reg.
