In the USA, if you already have your PPL and about 50 hours, adding the Instrument rating would cost about $8,000 in a Cessna 172 or Piper Warrior. It takes the average student about 50 hours so that would put you at about 100 hours. A seaplane rating has no minimum hour requirement, but can be done in 5-10 hours. Typical cost is $1,200 or so. Adding 150 hours for the commercial license (250 hours required) would cost about $20,000 depending on what you fly.

Can you get an ASEL AND ASES in an amphibian aircraft?
I don't know a whole lot about seaplanes, but from what I can see, most, if not all amphibians have a retractable landing gear. Can someone with only an ASEL legally take off and land an amphibian exclusively on runways with the landing gear? If so, would that mean a person could get an ASEL AND ASES rating from that one plane? (I'm assuming the same rules would apply to AMEL and AMES)
I am going to have to disagree with you "Ben", You can fly a amphibian with just a Private ASEL. as PIC as long as you dont operate on the water. Perfectly legal.
