Can I use my asa E6B electronic flight computer during my private pilot check ride?

And if they do can they ask me to use the manual one instead?

The answer to both questions is yes. But if you don't take a manual one, I don't see how your DE could ask you to use it.

If you don't carry a manual one, and the DE asks you what you would do if the batteries died, tell them you carry spare batteries. And if your E6B broke or all the batteries were dead or something, then you'd fly without one. An E6B is not required for the safe outcome of any VFR flight and any pilot who couldn't fly safely without an E6B would be quite incompetent.

You may not be able to do your flight planning without one. But it's perfectly reasonable to say "if I didn't have the equipment working to plan my flight the way I'd like to, I wouldn't fly". You may not be able to adjust your flight plan in the air, but that should never, ever be a critical issue. In fact, a private pilot adjusting a flight plan in the air with an E6B is not common and a private pilot doing any critical flight process with an E6B is rare to nonexistent.

Jeppesen is in the business to make money so you will not find the Private pilot manual on line for free or for any price for that matter. You will have to spend the $80 bucks for the book if you really want JEPP. Gliem's version is much more economical. Not all the pretty color pictures, but all the info is there (Gleim.com)
