US Naval Academy question? If I was a good runner?

In 8th Grade the only class I failed, and ever have failed is alegbra, but thats mostly because I had a bad teacher and I realize my mistake too.
Im a sophomore in highschool now with a 3.0 GPA (because of German 2, which I have a C in), and Im going into honors history next year. I am also thinking about doing math classes in the summer to catch up.

Anyway lets say I raise my grade to a 3.4 by senior year, get in 2 extra math classes in, get at least 200 hours of community service, part of the sea cadets, but on top of that, turns out to be a extremely great cross country runner (like running a 13-14 minute 5k,) then would the Naval Academy accept me? Because everything outweighs my GPA and shows that I gave effort? I know that civillain colleges will let you in no matter the GPA if you are extremely good at any sport you do.

The Service Academies primarily look at grades in English, Math, Chemistry and Physics. On the application for the Naval Academy Summer Seminar, these are the only grades they ask for. Colleges do not look at grades below high school level. They won't have your transcripts from then and won't know you failed Algebra in 8th grade. Since taking Algebra in 8th is a year above grade level, your teachers must have believed and test scores must have indicated you have superior/gifted ability in math. It would be a very good idea to do math classes this summer to realize your potential. The Academies heavily weight SAT scores. The SAT Math tests Algebra 1, Algebra 2 and Geometry. It helps to have taken the courses tested before taking the SAT. The summer seminar application asks for a standardized test score. It can be PSAT but since the Academies recommend taking the PSAT in 10th and 11th and the SAT in 11th, the SAT looks better. The PSAT is at Algebra 1 level but a student who has already taken Algebra 2 and excelled will do better on the PSAT Math section. Outside reading is also very important to improve scores in critical reading and writing. Read with a dictionary at hand and look up unknown words and write down a summary of the definition. Even 20 minutes a day will build up and improve scores:

Get an SAT Prep book and start reviewing.
A 3.4 will look better by Senior year, if you mean by the end of junior year, but remember that you will be applying to the summer seminar with only 1st semester Junior year grades. The summer seminar application is also an application to the academy. The academy does not only look at raw GPA but also at class rank, and competitive level of the school measured by the percentage of students continuing to 2 year and 4 year colleges, and as already mentioned, SAT scores are also very important as they measure ability in English and Math in a standardized way that allow candidates to be compared.
As far as athletics, a much higher percentage of service academy cadets are admitted as athletic recruits than at regular colleges because everyone is on full scholarship at a service academy and therefore they are not bound by usual ncaa rules. A service academy and a regular university both have standards for athletic recruits. Neither will let a student in no matter what the GPA. For instance here is the athletic admissions policy at Berkeley:

http://academic-senate.berkeley.edu/committees/pdf_docs_consolidate/Athletics_Admissions_Policy_2006.pdf

The requirements for athletes at Ivy League universities are around the averages for all students at service academies. At a service academy, the standards to qualify for an LOA are lower for an athletic recruit. If an athletic recruit is not scholastically qualified but close, he can be sent to NAPS for a year. He will be enlisted in the Naval Reserves upon matriculation which is how he can attend, if he passes his NAPS year, he will be appointed to the Naval Academy on a Secretary of the Navy nomination.
Even if a candidate is not offered NAPS, he can apply again and self prep at a college himself. The military jc's offer such programs:

http://www.nmmi.edu/prep/faq.htm

http://academic.nmmi.edu/preview_program.php?catoid=2&poid=8&bc=1

[Note the courses in the Prep Program. These are the courses the academies consider most important.]
It also helps to understand the three round nature of competition for service academy appointments. The first round is national competition for an LOA. The next round is within the nominating sources and competitive levels can be quite different depending on local competition. To compete beyond the 1st round, a candidate must also have a nomination. The competition for nominations and the competition in the second round can be political because 25% of MOC choose a Principal nomination or rank alternates in which case the whole candidate score assigned by the academy does not choose the winner of the appointment in the competition within the nominating source. The third round is national for declined offers of appointment and is according to whole candidate scores. This is all described in detail with links to academy websites at this answer which I think I might have offered previously in answer to similar question you asked :

Bottom line is if you were taking Algebra in 8th grade, you have the intelligence and aptitude to win an appointment to the Naval Academy, if you really want it. It may take a prep year but you can do it if you set your mind to it and go for it. Another thing is to use a little common sense in thinking about how admissions looks at a transcript. If a student does well in a more advanced level of a course, for instance German 3 or Algebra 2, and especially for courses such as Algebra that are then tested on the SAT exam, it makes little difference how the student performed in lower levels of the same course. If you really want an appointment to the Naval Academy you can attain your goal!
Good Luck!
