Question about people selling ultralight aircrafts?

It says their ultralight aircrafts, but they don't meet the government specs to be legally flown as an ultralight. Do you need a pilots license to fly these or is there something I'm missing?

Each type of aircraft has its own rules such as number of seats, amount of fuel and weight, etc. For example a powered parachute with 2 seats and over 5 gallons of gas must have an N number and be flown under the Light Sport Aircraft rules, where a single seat and less that 5 gallons of gas does not require a sport pilot license.
