is it true that Russian S-400 air defense systems are actually best in the world,better than US Patriot ?

I think in reality most experts would snicker at any and all claims of interceptors being effective against ballistic missiles. That goes for both pac-3 and the s-400.

You don't just lock onto a cruise missile and shoot it down! Anybody who has operated a realistic flight simulator knows to have good odds of striking your target, you need to be in its cone, near its 6. If you shoot an abm at an incoming cruise missile, you are trying for a head on shot, which is a waste of expensive development money because for the same money they can build 20 cheap cruise missiles for every expensive interceptor in your arsenal. If, on the other hand, you wait until the cruise missile has passed, your abm has the task of catching up with a hypersonic target before it impacts. Not easy.

I can see how the the s-400 could be effective at the Russian border against mid-range missiles fired at Moscow. Sure, they'd likely be able to catch up and wipe them out. But that's not really possible with a lot of the smaller countries who will be buying them. The pac-3 has already shown how ludicrous the idea of expecting abm's to effectively shield against cruise missiles is. On CNN, they said the Patriots were getting nearly all their targets, they were lying though. Its real success rate was not high at all.

That doesn't mean the s-400 isn't valuable against its real target of value, aircraft. A good SAM is a far more powerful explosive than the dinky little infrared things the planes shoot at each other and deflect with flares. A good SAM is as big as a telephone pole and doesn't even have to hit the plane, just explode near it, and goodbye plane. It is logical that Russia would have developed the better SAM because in most high-tech air combat zones, the side with the stronger air force has been the one supported and supplied by the US. That doesn't mean US planes are better, it's just a matter of chance that countries like Israel and Pakistan gained air superiority with US planes. So their enemies were a ready market for SAM's to fight back with. In war, allowing an enemy air superiority over your country is a disaster, and it's cheaper and easier to use SAM's as a primary defense than fighters, particularly if your fighters are all Mig-21's or Mig-23's like Syria had to use against F-15's from Israel.

I'm sure the pac-3 is effective against planes too. It's no coincidence that US planes and Russian planes don't generally fly over each other's territories. It's not all about who has the best plane, after all. It's ground defense, and numbers, and avionics, and radar. A 3 to 1 air battle usually goes to the 3 no matter how good the 1 plane is. That is why Obama was wise to cut the f-22 project short.

On the other end of the scale, the Mig-21 is the most popular warplane of all time, over 10,000 of them were built. Thousands are still in service, though they have mostly obsolete gear inside, they can still fly fast, manage 8.5 g's and shoot down other planes with missiles and cannon. Terrible stall speed though.
