A trickle charger charges a battery by a constant small current flow. It takes time, but the charge rate won't cook the battery once charged.
A float charger may charge at a good current rate, but once charged, just charges enough to "float" (maintain) the charge.

technically - yes.

A trickle charger will place a voltage on the clips all the time.
A float charger is supposed to be a smart charger with a microprocessor that will monitor the battery condition and only put a voltage on the charger when needed.
